Because Of Them We Can’t – ACT Government Refuses Aboriginal Management Of Boomanulla Oval
The ACT Government has terminated a tender process designed to ensure the return of Boomanulla Oval, the only piece of land in the ACT to be recognised as Aboriginal land, to sustainable Aboriginal management. The Government has decided it will manage the Oval itself.
The decision of the ACT Government to reject the right of the Aboriginal community to control and manage Boomanulla Oval continues a sequence of open tender processes for the delivery of Indigenous specific services, in which the tender of an Aboriginal community controlled organisation has been ignored in favour of mainstream non-Aboriginal organisations. These include tenders for supporting Aboriginal children in care and protection; Indigenous specific drug and alcohol rehabilitation services; and Indigenous specific housing for vulnerable Aboriginal women, children and families.
Winnunga AHCS hears the community’s concerns about the lack of respect from the Government for Aboriginal sovereignty and self-determination, and reaffirms these concerns.
We call on the Government to:
- Agree to the immediate development of a comprehensive Indigenous policy framework that has at its centre an unambiguous commitment to the right of the Aboriginal community to self-determination and self-management and the right to be involved, through Aboriginal community controlled organisations and processes in the design and delivery of services for the Aboriginal Community of Canberra; and
- Ensure that Boomanulla Oval is fully restored to full use as a matter of urgency and returned without any further delay to Aboriginal community control and management.
